South East London Integrated Care Board (SEL ICB) is committed to creating an inclusive, respectful and equitable environment for our staff, patients and communities. We recognise that racism, Antisemitism, Anti-Muslim Hostility and all forms of discrimination have a real and lasting impact on people’s wellbeing, psychological safety, engagement, retention, career progression and experiences of accessing healthcare.

As part of this commitment, the ICB Board agreed in July 2026 to formally adopt three nationally recognised approaches: the NHS Race and Health Observatory’s Seven Anti-Racism Principles, the International Holocaust Remembrance Alliance (IHRA) Definition of Antisemitism, and the UK Government’s Definition of Anti-Muslim Hostility.

These commitments support a clear, consistent and meaningful approach to recognising, understanding and responding to racism and discrimination. They also align with the recommendations of the Lord Mann Review into Antisemitism and Other Forms of Racism in the NHS and Healthcare Regulatory System, which called for immediate action across NHS organisations.

The Seven Anti-Racism Principles provide a practical framework for naming racism, understanding its impact, involving communities, using data, identifying bias, applying a race-critical lens and evaluating progress. The IHRA Definition of Antisemitism and the UK Government’s Definition of Anti-Muslim Hostility provide shared language to help identify and respond to these specific forms of racism and hostility fairly and consistently.

SEL ICB has reviewed the recommendations from the Lord Mann Review and mapped them against work already underway, including equality reporting, EDI governance, Board oversight, Freedom to Speak Up routes, staff engagement, equality impact assessments, relevant policies, and education and awareness activity.

Our commitment is to build on this work and continue strengthening how we prevent, challenge and address racism and discrimination. This includes supporting safer spaces for staff to raise concerns, improving confidence in how issues are recognised and responded to, and ensuring that our policies, processes and decision-making actively promote equity and inclusion.

We will continue working with staff, patients, communities and partners across South East London to foster a culture where everyone feels safe to be themselves, concerns can be raised without fear, and diversity is recognised as a strength.

Anti-racism is not a one-off action. It requires ongoing reflection, accountability and sustained action. Through these commitments, SEL ICB reaffirms that racism, Antisemitism, Anti-Muslim Hostility and all forms of discrimination have no place in our organisation or in the communities we serve.
