Chief of Staff

Tosca has a wealth of board experience covering public and voluntary sectors. She was appointed to South East London ICB from NHS Improvement and NHS England – East of England Region where she was the Regional Director of Intensive Support and Delivery Director for Equality and Health Inequalities. Prior to that she was the Assistant Chief Executive Officer at North Staffordshire Combined NHS Trust, having previously worked at University Hospitals of Derby and Burton (UHDB) as Director of Governance and Communications after successfully leading on the governance and legal architecture for the merger and acquisition of Burton Hospitals by Derby hospitals creating one of England’s biggest hospitals with 12,500+ staff and £850 million turnover.

Tosca was subsequently conferred the first ever internationally recognised award to an NHS organisation and NHS employee by the Institute of Chartered Secretaries and Administrators, winning against FTSE-listed companies in the Governance of the Year Project (2018). Tosca is a former Chair of Show Racism the Red Card and an alumna of the first cohort of the Cabinet Office’s Accelerate Chief Executive Programme by the National Leadership Centre, having been identified as one of 20 highest performing ethnic minorities across the public sector (2021).
